Potraz looking for a consultant to draft Postal Sector Policy

The Postal and Telecommunications Regulatory Authority of Zimbabwe invites expressions of interest from qualified individuals/consultants for the 'Provision of Consultancy Services for Review of the National Postal Sector Policy for Zimbabwe.

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) is a statutory body established in terms of section 3 of the Postal and Telecommunications Act [Chapter 12:05] to regulate the Postal and Telecommunications Industry in Zimbabwe.

POTRAZ is charged with implementing the National Postal Sector Policy for Zimbabwe through its Postal and Courier Services Division. The current Postal Sector Policy was adopted by the Government of Zimbabwe in June 2001 and there is need to review it in line with changes in the sector.

In view of the above, POTRAZ would like to engage a consultant to review the current policy so that it remains relevant to sector trends and also recognises the important contribution of the postal and courier infrastructure to the social and economic development of the country.

The review will consider whether the objectives and goals in the existing policy are still relevant given changes in the sector. There is need to set policy objectives that will guide key players and facilitate the explosive development of the postal and courier services sector through innovation and diversification.

A formal Request for Proposal (RFP) for will be issued following a review of the Expressions of Interest (Eol) received. Bidders that demonstrate requisite technical capacity and ability to execute the assignment will be invited to submit proposals for the project.

The project should be completed within three months from the date of signing of the contract and a detailed and realistic work plan should be attached.

b. By downloading from the POTRAZ website: http://www.potraz.gov.zw. Please note that bidders who download the E01 document from the POTRAZ website are required to send their contact details to procurement@potraz.gov.zw to enable the Authority to contact them with any clarification that may be sent through to all bidders.
