BULAWAYO City Council is mulling entering into a partnership with the country's sole broadcaster, Zimbabwe Broadcasting Television (ZBCtv) for the live screening of council meetings, Southern Eye has learnt.

According to a recent council report, town clerk Christopher Dube on February 27 received a proposal from the ZBCtv to provide live screening of council meetings.

Council is currently working with the independent Centre for Innovation and Technology (CITE), who are live-streaming full council meetings on social media platforms.

"Further to our meeting on February 14, 2019 ZBC would like to give you and your stakeholders an opportunity to increase and enhance the council's visibility and brand through quality service provision by the ZBC on ZIM 24 and Khulumani FM during your full council meetings," the ZBC proposal reads in part.

City fathers supported the proposal on grounds that live programming of full council meetings will be useful to sustain transparency and accountability on local governance.

"It was, therefore, resolved that the proposal be supported as it will improve council's visibility provided content will be managed to project and enhance particularly the positive attributes of the organisation.

"That having the national broadcaster also projecting the council meetings through television and their social media platforms increases coverage of the city and visibility at a national level," the council resolutions read.

"That in addition to the flighting of council meetings at no cost, council is also requested to allow for the insertion of infomercials and adverts as and when the need arises as per the quotation from ZBC.

"That council enters into a set-off arrangement with ZBC for costs incurred during the memorandum of agreement period of implementation (nine months)."
