"Misa Zimbabwe therefore disagrees to merge the three cyber bills into one omnibus law as the Bill or Act should cater for a number of diverse issues or topics," Misa said in a statement.
This follows the announcement by Information, Publicity and Broadcasting Services minister Monica Mutsvangwa mid-week that Cabinet has approved principles to set down the Cyber Protection, Data Protection and Electronic Transaction Bill.
The prospect of the Bill dates back to 2016, when a draft was passed but never ratified.
The Bill provides for the harmonisation of computer-related crime laws in the Criminal Codification Act to the Sadc Model Law on Computer Crime and Cyber Crime and Cybercrime and international best practise.
It also provides for the development of matters relating to access to information, protection of privacy of information and processing of data by automated means; a holistic electronic transaction regime and the use of electronic contracts, electronic signatures and other related electronic transactions.
