1. Finance Director
The Finance Director will report to the REF Chief Executive Officer and will perform the following duties:
• Formulate financing strategies to achieve the Fund's objectives
• Initiate and update the department's Business Plans in line with REF's corporate strategy and objectives •
Participate in the general formulation of the Fund's policies and objectives
• Formulate and recommend optimum funding structure for REF
• Ensure effectiveness of the Fund's financial control system
• Advise the Chief Executive Officer and REF Board Committees on financial issues
• Scan and identify funding opportunities in the domestic and international financial markets and lead the Fund's fund-raising efforts
• Initiate and review general investment policy and guidelines
• Draft budgets guidelines for the Fund and ensure timeous submission of budgets
• Monitor utilization of information technology systems employed in the Fund to ensure effectiveness
Qualifications and Experience
• Relevant Degree in Accounting/ Business Studies or Equivalent
• MBA or equivalent
• Full professional qualification such as CA, CIMA, ACCA or CIS
• Ten (10) years relevant post graduate experience, five (5) of which shall be at senior management level.
• Membership of a relevant professional institute
• Systems Application Programmes (SAP) proficiency is an added advantage
• High analytical skills
• High level of computer literacy
• Good communication skills
• Teamwork skills
2 Projects Director
The Projects Director will report to the REF Chief Executive Officer and will perform the following duties:
• Plan and provide effective leadership for the projects function to ensure effective and equitable implementation of the Expanded Rural Electrification Programme
• Implement and review policies and business plans for the projects function of the Fund
• Draft budget proposals for projects department
• Develop strategies, methodology and operational procedures for effective and optimal projects implementation
• Develop systems and procedures for material requirements planning
• Monitor resource utilization by subordinate managers and staff to ensure optimal utilization of materials, plant and machinery
• Forge strategic alliances with stakeholders in line with REF mandate
• Contribute in the preparation of REF Board and Annual Reports
• Submit reports to the Chief Executive Officer as and when necessary
• Supervise and appraise subordinate staff in the Projects Department
Qualifications and Experience
• BSc Electrical Engineering DegreeAn application letter accompanied by a detailed Curriculum Vitae and certified academic and professional certificates should be submitted to the following:
• MBA/ MBL or equivalent
• Projects planning and management is an added advantage
• Ten (10) years relevant post graduate experience, five (5) of which shall be at senior management level
• Membership of a relevant professional institute
• High analytical skills
• High level of computer literacy
• Systems Application Programmes (SAP) proficiency is an added advantage
• Good communication skills
• Teamwork skills
• Clean Class 4 Driver's license
